CIVIL SOCIETY GROUPS CONTINUE TO RAISE SECURITY CONCERNS WHILE PRESIDENTIAL

elections in Venezuela, a group of NGO’s and Bar Associations sent a letter to
the Secretary General of the United Nations, Mr. Ban Ki-moon, warning of their
deep concern for the growing climate of unrest caused by threats made by
President Hugo Chavez. Lieutenant Colonel Chavez has repeatedly stated that
only he can “guarantee peace” in Venezuela and that “a civil war could break
out” in that country if he does not win the elections of October 7th.
