Negligence, Tragedy and Liability

Update
The innocent victims of the Pdvsa in Amuay!
Not only humans were killed in the horrible explosion, but dogs were burnt and are in need of medical attention.
There is a local animal protection group in Paraguana that is helping the burnt dogs recover from their injuries.
Their Twitter address is @CorazonesPP and they have a Facebook page:
Corazones Peluditos de Paraguana
Here is another picture of how Pdvsa is processing the victims of the Amuay explosion:

Dear Journalists,
Pétroleos de Venezuela, S.A. (Pdvsa) employees reported that the Amuay oil refinery gas leak started three days prior to the explosion on August 25 as reported by La Patilla:
Former Pdvsa director Harvard Internationalist Pedro Mario Burelli explains the deterioration of Pdvsa under Hugo Chavez’s administration starting with the firing of 22,000 oil experts:
¿Aprenderemos la dura lección de Amuay?
The following picture is circulating the Internet showing how Hugo Chavez is removing the victims from the Amuay explosion.  Please know that recently Hugo Chavez reportedly donated several dozens of ambulances to Bolivia (warning the picture may be too strong):

Blogger Daniel Duquenal, PhD questioned Hugo Chavez’s reasons for keeping the infamous oil minister:
Blogger Gustavo Coronel, Geologist commented on the Amuay tragedy, and listed several tragedies under Hugo Chavez’s administration:
The following text has been circulating the Internet concerning the upcoming elections showing Hugo Chavez winning in at least 15 states (state of depression, anguish, panic, etc.)
Aren’t Hugo Chavez and Pdvsa officials liable for the safety of government employees?  So far, it seems that the government promoted post-mortem some of the employees killed in the Amuay tragedy.  Is that it?
Venezuelans have hope that the opposition candidate Henrique Capriles Radonski will be the new president, but worry about Hugo Chavez’s algorithms manipulating the results of the election. The International Court of Justice, busy at it is, should make time to prosecute Hugo Chavez for fraud if the alleged algorithms and open violation of the vote are true.
Venezuelans need help from world leaders, and the International Court of Justice, to resolve abuse of power in Venezuela and restore democracy.
Cordially,
