Venezuela's Political Disaster - November 1, 2006
Attached below please find link to article written by Ambassador Adolfo Taylhardat stating his concern about the transparency of the upcoming presidential elections in Venezuela. He states that international observers are blocked from stating opinion, and have other obstacles.

A respetable source from Venezuela says concerning the United States' government investigation of Smartmatic Corporation, that what is more troubling is the fact that Hugo Chavez contracted Smartmatic to serve as the e-voting software in charge of the 2004 Recall Referendum in Venezuela. That is at the time when the company had no funding, no previous e-voting experience, and the contract was granted without bids from other qualified companies.
