It seems that Chavez's National Assembly does not understand what in the world they are approving as laws. Ambassador Taylhardat explains the complex laws. Unless someone has advanced education in law it can be very tricky to understand this infamous document. I wonder what is the education level of the members of Chavez's National Assembly?
